讲座摘要：这项研究是针对中国国内农村劳动力的乡城迁移，以及地方政府如何规划，准备和应对大批来到城市的农民工。尽管乡城迁移加强了城市的经济发展，但大量涌入的农民工对公共资源的提供造成很大的压力，这个情况使本地政府面对一个很难解决的政策问题。针对西安市，这项研究在就业，教育，医疗，社会保险及居住五个重要社会经济层面的政策发展和实施，根据社会封闭理论,中央与地方政府关系及社会与政府关系的综合研究框架，超越了“户口”对农民工社会融入的解释。此外它也有助于对中国其它方面经济社会变化的理解。

This project examines domestic migration in China, and how local urban governments plan, prepare and react to the imminent arrival of rural-urban migrants. While migrants contribute to the economic development of host cities, they also put significant pressure on public resources, leading to a challenging policy question for local governments. Using Xi’an as a case study, this project investigates local policy development and implementation concerning the social integration of rural-urban migrants across five key socio-economic dimensions: employment, education, healthcare, social security, and housing. Based on an analytical framework informed by social closure, central-local state relations and state-society relations, this project goes ‘beyond hukou’ explanations migrant social integration. It also contributes to the understanding of broader socio-economic transformations occurring across China.
